The palace equivalents are just called dungeons, and you can revisit them after you visit them to grind unlike palaces. Your goal is to go into the dungeon, find the person inside it, “kill” their shadow, and get them out before it rains.
You don't change other's hearts but face the own character's demons in this game, something I like much better.
No. Persona 3 basically was "one big dungeon" type of game with randomly generated floors for each ... well, floor of the tower you traverse and it has "beyond content" hidden to it if you get to it before the story is over - certain amount of progress being demanded by persona 3's story.
Persona 4 uses the same idea but has uniquely modeled and themed dungeons with some room layouts exclusive to one type of dungeon but still are randomly generated and more tied to the story and cannot be as scoured for additional goodies.
Persona 5's idea was basically to put both in the game. They made their main story dungeons entirely hand made and have more thematic moments and scenes and areas throughout the whole dungeon but in trade lack the random generated chaotic element two past entries had.
Mementos was (sorta lol not really we know) optional random generated dungeon you can go through your own pace in side of the story dungeons to have essentially both in the game, but if I had to give my honest answer, I'd say Persona 4 is more like having "mementos in many different styles and pieces, only" than anything else, that would be my closest estimation for the comparison.
