doubts about perks: "Critical Runes" and "Blood Magic"

I'm at the beginning of the game and a character of mine has these two perks but I don't know how to interact with each other.

critical runes loses the effect, is it always with full bonus or is it based on hp later with "Blood Magic"?

"Critical Runes":Every 10% of missing Mana i: +4% Critical.

"Blood Magic":Skills now cost Small Health instead of Mana at 4x the original cost. All of the Hero's Mana is converted to Resistance(30% conversion rate) and Daily Mana Regen is converted to Daily Health Regen.
