If the game doesn't launch even without the mods, then you most likely have a leftover file somewhere that did not get removed. At which point you can try deleting the mods folder and verifying the game.
If it still doesn't work, uninstall the game completely and make sure the install folder is actually deleted, as uninstalling through Steam does not remove modded files. Then reinstall the game and try it without any mods first to see if it works.
Mods just needed to be manually updated. don't know where i went wrong but i got it figured out
that worked for me,
also make sure to delete the inside of the modded folder *the one that builds mod in it* and let the game re read your mods,
DONT DELETE YOUR MODS, JUST THE MODDED FOLDER THAT HAS INFORMATION ABOUT THE MODS.
aka let the red launcher re read your mods and compile
