Who is Julia Day?
Walking through the entrance to V's Megabuilding I passed a couple of cops talking at a food vendor. Most cops show up in the scanner as either "Beat Cop" or "Patrol Officer", but one of this pair was dressed differently and has her own name - Julia Day.

Does anyone have any idea why? Is she somehow significant? Can't see the name showing up anywhere in the context of the game.

To simply answer your question, then is a randomly generated name that happens with specific npc’s. The next time you get to this part and find this specific npc, then she’ll have a different name. There are other npc’s that also get randomly generated names. An npc having a name doesn’t mean they have any significance to the story.

That's a fair enough reply. But what is puzzling me is why she merits having a name of any kind when all the other cops are just generically labelled. That's why I wondered if she is significant in some way. Maybe she's an undercover cop - although she's too smartly dressed and has "POLICE" across her back - which is a bit of a giveaway and probably a career limiting choice.

She's just one of the scripted NPC's in Megabuilding H10. She's been there in all of my playthroughs and has the same dialogue. Just world building I guess.

During one of my playthroughs, her randomly generated name was Emily Johnson

When you wander around the city you will find the big mechs with names like "frank long" and be listed as "night city citizen". It's just their naming program having a moment.
