Report a translation problem
It has nothing to do with them being high level enemies. It's 100% a bug / glitch. I used my hacks to do everything. So I generally clear locations from outside via camera's. Only going in once i've either burned or electrocuted every enemy I can see. Because I deal with everything via hacks I've seen the immunity bug on a regular basis.
It's nothing I can recognize personally - Did an entire playthrough with just hacks.

one time I randomly died from some bag of garbage and was convinced for like 15 hours that enemies have hacking countermeasures that can kill you
Yea, bud... you lack way too many details provide screenshots, locations, names, etc,. Just something other than a single vague statement.

perhaps the quickhack level skill.
I like this game.
Which quickhacks are you using? Ive managed to cheese even red skull enemies by just hiding and using the cyberpsychosis hack to turn them against each other, so I'm not sure high levels can make them immune.
