I ran into exactly the same problem with the Weave scene, and my older save in which I managed to get it, missed out on the talk a night or so later so my Act II romance scenes failed to be romantic.
it was always triggered earlier in the game before.
Wonder is it true the combine the Tiefling party? That's really a disappointment.
I failed to trigger the romance properly on an older save, because I missed out on the conversation that comes after the weave scene. It's not that likely for a character to stick around in Act I after the party, so it would make no sense if they did that on purpose.
I'm frustrated because I rarely get Gale interaction outside of feeding him artefacts and the scene they put together is a bit sloppy in my opinion.
Gale has been an enigma before Act 2 for a long time. I really hope they change things.
