The base game is free to play, it's hard not to be worth nothing. But seriously, download it and try it. If you like the game you will likely find expansions are worth it. If you don't like it, you have only invested a bit of time. I can't pretend to know if you will like it, I like it, but that doesn't say you will.

The base game in a nutshell is a unlimited demo, you can play as much as you want and do whatever content they re-add from the Content Vault, or seasons that's free, but most of the content is in the DLC

The "base" game is free unless you mean the original red war campaign which is no longer in the game at this moment. As for the "full experience" I think by definition you would need all the dlc for that as each one includes its own story campaign, post campaign quests, missions, and other activities as well as collectibles and raid and more depending on the dlc.

Seasons are another thing to consider and are more "active" than expansions.

Currently I would suggest trying the game for free and get a feel for its gameplay loops for the next month while waiting for witch queen and if you decide you want to buy into it then start with witch queen.

It's an okay game without the dlcs. It's cross play with consoles. The dlc prices are questionable.
