As for the "full experience" I think by definition you would need all the dlc for that as each one includes its own story campaign, post campaign quests, missions, and other activities as well as collectibles and raid and more depending on the dlc.
Seasons are another thing to consider and are more "active" than expansions.
Currently I would suggest trying the game for free and get a feel for its gameplay loops for the next month while waiting for witch queen and if you decide you want to buy into it then start with witch queen.
