The thing that Borderlands does better is the RPG stuff. You'll hit the Destiny Level Cap quite quickly and from there it's all gear-focused. Finding better helmets, armor, revolvers, etc. Whereas in Borderlands there are endless builds in terms of leveling up and all that RPG goodness- Destiny is much more limited in terms of RPG builds. Yeah, you have a few grenade options, and change how high you can float/double jump, but it's nothing compared to Borderlands multiple classes and massive skill trees from each class.
In short- (not having played BL3), Destiny feels like Halo with RPG-lite options. Borderlands gives you nearly infinite options in terms of how to build your character but the moment-to-moment combat isn't as smooth.
Armor has mods, some of these mods have function rather passive buffs. For example there is a build set of mods that belong to a group called "charged with light". These mods will work together to do something, such as giving rocket launchers a big damage buff.
Also we, relatively, just got a rework in a subclass. This sub class is called void. It now has the option of a number of builds, per class. The other sub-classes, solar, arc, will receive a rework later this year (with one of them being right around the corner)
To summarize id say there is just as much in D2 between the armor, the guns, the new class reworks.
I was a big Borderlands player, I really like Destiny 2.
The best place to start is the free to play, just download it and play. Do all of the New Light quest line. By then you should know if you want to play this game. Then If you really like it I suggest getting Witch Queen Deluxe as that comes with all year five content, what we have and what is coming.
The basic game-play is very similar. Like turkr I played a lot of Borderlands (1, 2 and TPS) before playing Destiny 2.
Destiny 2 has more structured group activities. It also has more generic quests (Bounties), there are some more specific quests, but in general, the quest structure is much more abstract than the Borderlands series (where each game had one focused story).
It terms of story, Destiny 2 is rather different.
In Destiny 2, you play as a Deathless Revenant, tasked with defending the last remnants of Humanity, who huddle in the ruins of their once great, Golden Age civilization.
