[BUG] No recipe for main quest item.

First I couldn't built the mysterious box because there's no recipe for the required ingot, but now I can't even built the water tower frame because there's no iron latch recipe in the commercial store? How can this happen? What should I do?

You can get Iron Latches from salvaging Iron Scrap in the Civil Recycler.

They do not need recipes, they need machine upgrades.

You do need a recipe to make the Iron Latch on the Civil Grinder. However, you don't need a recipe to get the Iron Latch from recycling Iron Scrap. Since the recipe isn't available yet, use the Civil Recycler to get the latches you need.

That's probably why the diagram for the Water Tower Frame shows Iron Scrap as the raw material for the Iron Latches. If the developers expected you to use the Civil Grinder, it would have shown Iron Steel Bars as the raw material.

You can buy Iron Latch recipe before the Water Tower is destroyed.
The recipe disappears as soon as the Water Tower is destroyed.
And recipe appears again right after you build new Water Tower.

Fix from devs: check why it disappears and fix

Tip for players for now: buy recipes as soon as they appears. I do this after current bug to avoid similar situations.

So just checked with the team, before the water tower is fixed, you can only get iron latch from the recycler. The recipe can be obtained after the water tower is fixed.
It's a bit different from the Early Access version.

Iron Latch have quite a high chance, I had almost the triple when I need it to the quest. Just keep your Recicles running that they'll come.

that were the case but there was a guild request from someone. I gave it to them and now I'm having trouble getting them to drop :/ Such is life

The iron latch is needed to complete the water tower so anyone who didn't buy it before the water tower was destroyed can't make it to complete the quest.

You don't need the Crafting recipe to get it from the Recycler; the two methods of acquisition are separate.
