As the mentor / teacher of these students I can say, that they're pretty amazing people. They studies in our institute for only 10 months. They started from scratch (no previous experience in game development), learn all they can in 10 months and during that time they made / published games in less than 4 months as portfolio works :D.
The monetary side is because Ahlman institute wants to keep providing the publishing side for our students for free, so they can have their portfolio works online as long as Steam is alive :). They have the right to publish / sell their works in Steam and other publishing platforms, if they want. Ahlman portfolio games will stay free ;).
