I have a mod 'AI Menu' installed where you can 'unstick' and AI, just select the offending unit and use the additional command menu the mod gives you and select 'unstick'.
9 times out of 10 that sorts the problem.
Also i use the 'Extended Movement' mod.
With this you can have an AI drive but you effectively drive by moving with WASD while in the Turret of a Tank for example.
Thanks for the response. Where can I find this mod? I searched for 'ai menu' but not sure I found the right one. Is this a client or server side mod?
I will check for you and post the links.
Here is the thread on Bohemia Forums for AI menu

Every once in a while, I come back to the game, in hopes that bugs have been fixed so that I can starting making tutorials, but instead, every time, they've added new bugs.
I've returned again, and these are the new bugs I've encountered since I've last played, so far (including your issue):
1. Relative callouts are now based on world north instead of group heading. So if the group is facing east and spots and enemy east, they'll say they're spotted "right". So they say "front" for north, "left" for west, etc.
2. High prone is broken. If you move in any direction but front, the character will snap back into prone.
3. AI who's been given a "get out" waypoint cannot be put into any vehicle ever again.
4. AI will no longer drive vehicles if a player is in a vehicle that isn't the lead. You'll have to either sit in the leading vehicle, or order them to move individually.
The way this game series is going, I fear ARMA 4 will be a DayZ clone and ARMA 5 will be a Call of Duty clone.
