70-100 fps at starting area @1080p.
However, I have 144hz monitor and at 1080p the game runs at 60hz. If I choose to downsample it from 4k, the game runs at 144hz and at the same framerate.

Also, keep in mind your refresh rate does not affect FPS, but it does affect v-sync. Enabling and disabling v-sync has it's benefits, in this game it helps to disable it as Nikki said. I also suggest turning shadows and god rays to the lowest possible. It's a seven year old game... putting lipstick on a pig won't make it look any better, so at least attempt to make it playable for yourself.
Another thing, no matter how good your system is, if you afk in the same spot and come back the game will become incredibly laggy. Do not afk. Especially in brightwall. Despite what you may think or believe brightwall is the most graphically intensive part in the game crammed into the smallest space imaginable. Whoever thought that was a brilliant idea was an idiot. No matter what, you will be laggy in that place, but turning off or on low the following will drastically reduce the fps drops: vsync, windowed mode (not full, tabbing out still makes a stupid lag), low shadows, low god rays, lower Anti-aliasing (needed for brightwall as I said above).
