How to use Party Order Mode?

The game has a tutorial section about a screen where you can change the speed of time and give direct orders to your team which it calls Party Order Mode, but it doesn't tell you how to use it, so how is it done? It sounds like it's supposed to be different from the Soul Linkage menu you get with RB, but the (unhelpful) demonstration video seems to start in from within Soul Linkage.

Hold LB while pressing left or right on the the dpad to switch between characters.

There is an actual party order mode. It seems to be the double square/options button on the XBOX controller. It does not work for me.

Right click on the game in your library. Select Manage -> Controller configuration and change view to Touch Pad Right Push. That's what activates it on the ps4 controller.
