Xbox controller L and R buttons not working

I have to use the keyboard to navigate the menus, using Z and C instead of the controller. It's quite cumbersome, and the game clearly recognizes the buttons because when I am done using the keyboard in the menu and press the controller triggers, the game registers that the controller is active but it won't allow me to navigate the menus. I also don't see these things listed in the button remapping section. Has anyone else encountered issues like this?
