Maybe...

Once deployed, Everyone in a radius gets double ammo use (you can shoot 2 shots for 1 ammo in clip)
Reduces damage when deployed...

Suggest some guise.

- Wearer gains 10% extra movement speed

- After dealing 500 damage, can be activated to allow you and any nearby teammates to gain 20% extra fire rate.

- Wearer takes 20% extra damage from explosives, including their own.
Pros:
When Deployed: everyone in a small radius will recieve 10% more damage and a 10% faster movement speed but take 15% extra damage from all resources in that radius, including you, you take more damage and do more damage than the others.

Cons:
+10% more rocket jump damge taken
+10% more fall damage taken
you can deploy this immediatly, but is effective only 1 time a life
when deployed : enemy get bonked and teammates get + 40% damage on the melee
such as perfect gun everytime, specially on degroot keep ;)

I'm surprised nobody has suggested this yet.

While deployed, all friendlies in it's radius gets +20% firing speed, and all enemies get a -30% firing speed. In addition to that, it will duplicate any other soldier buffers(e.g. buff banner, concheror, etc) for the rest of it's deployment.

For example, if a soldier activates this weapon and walks into the radius of an activated buff banner and battalion backup, this weapon will apply the +20%/-30% firing speed buffs, mini-crit buffs, and -35% damage taken buffs to all teammates in it's radius for the rest of it's duration.

In the right hands, it's a powerful tool that encourages team cooperation. In everyone else's hands, it's kinda mediocre.

when Deployed you become ubercharged for 10 sec but after that you are market of death for 30 sec

io think it should regenerate ammo, and have a 2x radius, because of the speakers

I like the whole 'boosting your teams current buffs' idea. For those who dont quite get it, imagine a concherer active. It has a limited AOE. If you are standing in the AOE, the effect would be boosted to reach more teammates. This would be useful if you were keen on the idea of minicrits with buff banner, but not too keen on being taken out by a lucky crit from a loch an load, as this would allow people to spread out.
When deployed,Team mates gain damage resistance that increases based on number of Team mates around you. Weapons also fire 15% faster. Rage increased from damage taken from nearby Team mates.

+10% health on wearer
+15% Bullet resistance
-15% Movement speed while deployed
+25% Melee vulnerability on wearer


What do you guys think? :D
Maybe a reverse buff for orignality
Nearby enemies have reduced movement speed and fire rate
Buildings have smaller range and less fire rate/recharge rate
Enemies hit by your melea (which for the soldier is difficult because of your slow movement speed and lower health compared to the heavy) take 25% more damage for 6 seconds

Maybe instead of it being like a buff banner where allies caught in a large circle gain buffs, it just acts as a very close range weapon that is meant to disorrient the enemy in front of you. Enemies caught in the soldier's scream get a debuff, and allies caught in the scream get a buff. Basically a cone that relies on you dealing damage to fill it back up so the soldier can scream again. Or, like a shotgun, something like that where it forms a cone and whoever is caught in that cone, gets the appropriate thing.

i think it should have :

+55% distance that teamates will get the Boost
+15% damage and speed Bonus to teamates
The hearing of all the Teamates will be slightly Reduced on use (wears off soon after buff is over)
While using it (during the blowing) - 40% movement speed
