I highly suspect that there are negotiations between the developer, piapro, CFM and others over what can and can't be included with MikuMikuDance on Steam. When they've hammered out the few legal issues there possibly could be, it'll release.

Either that or the developer is working the Steam Workshop API into MMD and it keeps breaking.

just to let you know, the Animating software is not for steam only ( in case you didnt know, of course)

Looking at their workshop page, Sekaiproject has several greelit pieces of software, but only one is published.
