Stats
I know valve wont give a da*m (pun intented) about these stats, but here goes;
Since its called the dam destroyer, I thought it should be a weapon that focuses on destroying buildings. I also decided to add the diamonback mechanic because it fits this weapon well, and its a cool mechanic that is underused. Keeping those thought in mind, while keeping it simple, here is what I came up with;

[+] Stores a gauranteed mini-crit for every building destroyed.
[+] +30% damage against buildings.
[-] -15% damage against players.

I think since it's a torpedo, you can't shoot multiple shots. You get one shot, then you reload(take another torpedo and jam it in the launcher). That said, it's a torpedo.
+15% damage
+20% projectile speed
+30% blast radius
-75% clip size

Thanks. Now that I think about it, the stats don't seem fun enough.

+50% blast radius

-75% clip size
-50% max primary ammo on wearer
-If you hit yourself= full damage (includes rocket jumping)
Now that would be more interesting.

Negative
-40% Damage Penalty

NOTE: Dam Meter is filled after 360 Damage is done.

slightly homes in on target (i.e. curves towards them, but doesn't follow them.)
+ 50% clip size
+ 50% damage against buildings
Cons:
15 to 25% damage decrease against players

I know torpedos ( or is it torpedoes? ) use compressed air, not rocket propellant, unless engie used some "good engineering" but I give it a shot.

On direct hit with building: +20% larger blast radius
