Stats
I think the stats should be:
+ 50% faster firing speed
+ 35% more ammo
- 35% movement speed
- 25% slower reloading speed

You should make it like this:
-66% damage per bullet
-fires in 3 rounds bursts
-and then some minor buffs to counter the chance of you missing a bullet thus doing less damage.

So basicly that japanese fan melee weapon for scout but as a pistol?

these are all so rediculous, i think +15% faster fire rate and -10% dammage and 15% longer reloads sounds balanced
