HOW TO CHANGE DEFAULT STEAM WORKSHOP IMAGE

When you're publishing your map from the editor, theres a field to choose the image. It must be a PNG and no lower than 2x2 pixels. You cannot change this image from Steam Workshop itself, it must be changed when publishing your map from within the Editor!

Is this the Picture that shows on the Page with all of the Addons? Or is it when you actually are on the Addon's Page?

Depends on the game - for Skyrim it's the Creation Kit. Steam will not allow you to upload a file from a web browser. You must use any editing program published to modify the game in question.
