Greenlight, how does it work exactly?
A bunch of games I wanna play are greenlit, yet not up for buying. Why is there such a delay on this sort of thing?

You can't buy games that haven't been accepted to steam yet.

If you go to the greenlight page to vote, they haven't been accepted to steam yet thus not being able to be played.
A few of them are greenLIT though. Kind of a lame system saying it is passed for a go, but its not even ready to be on steam yet.
Most of the time games that are Greenlit don't go onto Steam automatically because they are not complete/playable and/or pricing is still being worked out.
If you've got a problem with any game specifically, why don't you go contact the developers and ask them what their particular delay is instead of moaning about it here?
These games are in beta fase and if they get enuth votes they will be accepted to the steam store, you can play (if they are playable) them now for free because its still in progress.

You can't sell/buy games that aren't done (unless they are on early access). Valve can however accept them onto the steam platform before they are done so that they can be sold when they are finally ready.
