Because Steam Workshop support is up to the developers to implement themselves. You can't magically get it by voting.

Because stem research is illegal in many countries?

Well it would be a nice way to let the developers know what we would like

You know what else would be a nice way to let the developers know? Email them. Save Valve the trouble of implementing a new system that could have absolutely zero chance of affecting anything. Email developers you think should implement a workshop feature and try to convince them.

And before you trot out the "we'd show *mass* support" line - start a petition, link it to the game's hub and get your support that way. Mail the devs with the results. All stuff you could do off of your own back.
