Maybe a forum full of nothing but devs and their friends advertising their games wouldn't be a great idea? Especially since most people reading the forums will have already voted.

While there are forum rules against advertising, I'm not sure they had Greenlight and it's games in mind when they wrote them. But it is generally agreed that the forum would be a complete mess if it was just page upon page of devs trying to outdo each other advertising their games (along with every little change they make).
