Steam\steamapps\common\left 4 dead 2\left4dead2\addons folder.
If you did it right it will show up in the add-ons menu in-game.

Hope they add the Dniepr map to the workshop asap. Im okay to install it manually but I wanna play it with friends who only know how to install cusotm maps via the workshop. Looking forward to playing the map. yay!
