Can anyone suggest a good RPG making program?
I'd like to find a program that would allow me to create quests, monsters, enviroments, ect. I don't care if it's 2d or 3d, but I want it to have real time combat, rather than turn based.

I don't need the rights to sell it, it'd just be me making so it there is little chance of actually creating a real game. It'd be practise and a creative outlet.

I'm not affiliated with these guys, but when I was trying to find an engine to do my game I came across http://www.engine001.com/ . It's for action based RPG games, though it was still a bit rough last time I tried it. Granted, if you want to do it with a bit more programming there's always Unity or Torque (or a dozen other gaming engines.)

People were making real time battle systems in RPG Maker 2000, I think it is possible to make it with VX Ace, which by the way is available on Steam now. :P
