If you have mods on your side of a game, does everyone in your party need to install them or does everyone in my party already have them?

Depends. If you're hosting a local server and don't want to mess with the developer console, everyone needs to have the same mods active.
Nobody will have the mods that you have just because you're in the party. The only way for them to have the same mods is for them to download those mods themselves.
