Is this allowed?
Am i able to submit a game by a company that no longer exist? Really wish that i can submit a game called Commando: Strike Force on here. Pure classic

No. No you can't submit something that is not yours.

Just because a company doesn't exist, doesn't mean the copyrights have been abandoned, or that the game is up for grabs. Unless you made the game yourself, using resources you own or have rights to, you can't submit it.

If you really want it, you would need to see who still owns the copyright, and convince them to put it on greenlight or publish it on Steam.

Even if a company goes bust someone still owns the rights to a game, usually the rights are given to a liquidator to be sold off to raise money to pay back any outstanding debts. Usually publishers and other developers keep an eye out for these opportunities as it's one of the very rare occasions you can actually buy the rights to a game and it's IP, and even the rights to the worst games are usually picked up by publishers for some ridiculously low price. It's not too uncommon for the rights to bad games to be bought for $1 because a publisher bid $1 on everything they weren't really interested in and no one else put in a competing bid. If the rights aren't sold by the liquidator they are usually transferred to one of the companies or people still owed money (often a bank) where no one knows what to do with it or how much it is worth, but it is still owned by them and you would need to purchase the rights to it from them to sell it on Steam.
