find the axe in the creation kit.
Right click, select Duplicate.
Find the new object below it. It should have the same name, with "Duplicate001" next to it.
Right click, select Rename, and rename it to what you want. This will not change the actual axe name.
Change Actual Axe Name:
Double click on your new axe in list.
The name should be displayed near the top left.
Change it to what you want.
Don't change the ID. (The ID is used by the game to identify things. It's not the same as the name displayed to the player in the game.)
More Damage:
Faster:
In the weapons page, go to the "Game Data" tab.
Find the "Speed" variable.
Make it lower for faster speeds, higher for slower speeds.
More Damage:

Find the "Damage" variable.
Make it higher.
As a custom, new item (made by duplication), you will need to place it in the world or gain it via console commands.
Or make a recipe for it in the forges.
Did you search for it via console?
In Skyrim, hit the ~ button. This opens up the console
Type in:
help ID_Name
Where ID_Name is the ID you gave your duplicate item.
(example: help IronWarAxe01)
It should pop up with the item you made, and a series of numbers and letters. (Something like
1003DA5B (IronWarAxe01)
)
once you have this number, type the following and enter in:
player.additem ID_CODE 1
where ID_CODE is the sequence of numbers and letters.
(example: player.additem 1003DA5B 1)
This will add your mod item to your inventory in the game.

try using the game Name you set for it instead, if the ID doesn't work.
