Teleportation Scroll to replace Fast Travel, I need help making this a mod.
Firstly, I don't know if this is even possible in the Creation Kit alone. I've never made a mod before and so don't know.

I want a new Scroll added that would open the map and allow you to fast travel, while regular fast travel (without use of this scroll) would be disabled. The Scroll should be accessible to buy or loot from high level mages. The scroll should also "ignore" anything that prevents regular fast travel (carry wight limitations, health draining, enemies nearby, etc).

The point of the mod being to make fast travel rare and valuable, but not impossible.

Also of interest would be...
1) a master level alteration?/conjuration? spell (with very high magicka cost) and/or
2) a dialogue option, similar to buying a house, to (expensively) purchase a teleport from a high level mage,
... both with the same effect as the scroll.

My questions:
1. How do I disable fast travel "by default"? Will this effect carriage rides/quest teleports/etc.?
2. How do I make a scroll or spell effect that: opens the world map, allows fast travel *in this case*, overrides anything that would normally inhibit fast travel?
3. How do I make the scroll(/spell tome) appear in the world on powerful mages' bodies or for sale from them?
4. How do I make this "effect" as purchasable from high level mages in a dialogue option?


I will be looking over the Creation Kit wiki to see if I can figure any of this out by myself, but any help would be GREATLY appreciated. ( If you make it yourself and it works, I'll buy you a game or two on your wishlist! )

Two quick addendums and a note.

The teleport should be allowed from indoors.
The purchase of a (single) teleport from a mage (through dialogue) should only charge the player if a destination is chosen to fast travel to, ie. no charge for changing your mind.

Note: I want to include the "purchase teleport" option from the mages' dialogue as a way for non-magic characters to use teleportation since they "can't" use the spell (in a role-playee kinda way). It might even be cool to add 2 new wandering protected NPCs, similar to Maiq and Talsgar, but wearing Greybeards cloaks or something, who will sell you a teleport to augment the "static" wizards like Tolfdir and Calcelmo, just so there are about 10(ish) mages in Skyrim who can do this.

I've realized this idea is similar to the Omnipresence spell from "Psijic Teleport Spells." I'll have to look at this mod and some other "disable fast travel" mods and I might eventually figure out how to do this in like.... a couple months... a year maybe..

First off - R U aware there are a lot of Teleportation Spells already out there? Every thing - from just homes - to Homes / Major Cities - Home / Major Cities / Minor Cities - Towns to just about every location within those place ... and then add the Guilds (Thieves - Dark Brotherhood - Jorrvasker - Arch-Mage - or just College of Winter Hold to even other Quest related places?

Yes, I know of them. They are often too easy to obtain (usually just fast travel but limited to certain places) and immersion breaking. I know about Mark/Recall spells (sometimes up to 9 places/25 places, etc). But I want this to be totally customized to me. That's why I'm just going to try to make it myself, most likely, and why I'd pay for someone to make it. It's fairly personal, you could say. I want an immersive, role-playing way to teleport through "very powerful magic" that can be rarely used so that, in a real pinch, it is still possible but very costly.
