For Concepts, do you Have to have the game Nearly Done?
Like how the game has to be nearly done if I was going through traditional Greenlight?

Have you looked at the Concepts section? Or the regular Greenlight section? There's no hard and fast rule about either, though in Greenlight proper you are required to show gameplay, so your game ought to be far enough along for that at least.

The short answer is:

The better answer is:
Remember that a lot of people judge on first impressions and lack the imagination to truly process a banner which says "this is early work in progress". These people will downvote and never return. The further along you are with your design and execution, the better the response will be, until you get to the point where folks start asking "why isn't this on Greenlight proper?"
