TES5Edit - Creation kit can be buggy and limited, I find that TES5edit is sometimes necessary to make certain changes.
SkyProc - A Batch processor and additive patcher, lets you do a lot at once and insure compatibility
MCM API Reference - Not a program per se, but this is a useful reference
Turn notepad++ into a papyrus compiler - The compiler in papyrus is limited in various ways, and rather resource intensive. It may be worth it to invest time turning your notepad++ into a papyrus compiler for various reasons.

Making the weapon in the game is easy. Very easy.
making the meshes and textures is time consuming. VERY time consuming. It can also be difficult if you're new.
So, in short: If you already have the meshes and textures, it's an easy thing to drop in. Otherwise, it's very hard.
(If you need to look into making meshes, check out nifskope. If you need to look into textures, I'd suggest gimp or photoshop.)
