As in, visible on the character while they're running around, I presume? There are two ways of doing this. One is a fairly complex mod, I've never tried it, but it's called Armed To The Teeth. The other is an .ini file tweak, I can't remember it off the top of my head, but you can download a file from the Nexus that tells you how to do it, if you search for Armed To The Teeth Easy Version or something like that (should be the second result if you just google skyrim armed to the teeth, actually, IIRC).

Not sure about the actual mod, but with the .ini tweak the only trouble is that when you change weapons you have to remember to sheathe your current weapon before you hit the relevant hotkey, or your character may kind of have both weapons in their hand.
