Unless they use a custom radial menu or vocalize commands then they are nothing but sound mod replacements for the survivor sound/voice files. A Vocalizer is a bit more complex by way of it using cvars/commands to execute/play the sound file.

Your standard sound mod just replaces the original sound file with a custom sound file, and most often these mods do not include a custom radial menu or use of vocalize commands, though it can be done if the client knows the commands.
