As far as I know: no you can not transfer anything. Admittedly I'm not really sure what you are trying to transfer/change.
What do you mean by transfering the game to the publisher account? Do you mean to have the publisher listed as the publisher on the Steam store page? To involve them somehow? That should be doable...
IF you mean something else I'm not sure how the developers Steam account is relevant after you have managed to get your game Greenlit?

If you're wanting to transfer ownership to a publisher, why not just do that in the first place before starting Greenlight? If your publisher has adequate clout with Valve you may not need to go through Greenlight in the first place.

You don't really need to transfer Greenlight page from developer to the publisher. Here is an example:

Hmmm that game somewhat reminds me of a really old anime I had on VHS. I think it was named GalForce or Calforce or something... It was somewhere in the middle of the story so it didnt really make sense... maybe I should try to get hold of the rest in that series.
