It's because it uses the bodygrouped default hat the same way the batter's helmet does.
Most of other hats remove the bodygrouped default cap from the scout model on equip.

Actually You've just kinda remotivated me to get back into TF2 modding as I kinda want to make the mod version to include the default hat for non-batter's helm use.

You know that Valve NEVER adds the styles that comes with the submission, so if this gets added, it would only have the ponytail version.

Only the texture is from the jeebcap. Rest of it is made from the cross-comm and female scout.

As much as it pains me to see people using the default hat on Scout, I'm finally glad that someone made a hat that still captures the look and feel of the default hat, without acually being the default hat. Very nice, and I love the choice of styles.
