you unlock them in the skill tree like any other perk

The feeding increaces your healing rate for a limited time. But the effect dosn't stack. so feeding on 10 NPCs is just as good as feeding on one.

This ability to feed on NPC does it grant any kind of bonuses like fortified health and such?

this is the only mod i can find that activates cannibalism. totally cant find the perks

Great, but i think the reaper perk will unbalance the game even more than it alredy is. I would consider it as sheating, and you haven't showed us any real screenshots, so we can see wich trees these perks belongs to. Some peaple would actually se this as a "fake mod", becouse of the total lack of any correct screenshots
