This should make it so whenever you play a sound clip (Ex. MEDIC!) it should amplify the sound by 3 times as loud. (note to self, when in the enemy base, do NOT call for medic)

its a great idea, imagine you can put a song or voice note you can spam in all the map

cool idea and i have a good suggestion, while its acivated all soldier qoutes/responses will be amplified.

Just add an earpiece and make it for the demoman as well and you will have the most awesome thing in TF2. A voice amlifier for the loudest classes in this game! Perhaps some sort of passive positive effect for taking up the secondary weapon slot.

This is totally awesome.

If this would be turned into a weapon it seems like it would make sense if it required taking damage like the Battalions backup (to go with the 'hippie' theme), have a wide radius of effect, and do something along the lines of increasing movement speed on team mates and canceling out (or just reducing) knockback on team mates as well. But as an item in general it does seem to be interesting and a little ironic being onthe Soldier which is nice too.
