I downloaded,unsubscribed all that but nothing helps? If you or another trustwothy person would help me i apreciate this very much! GIBS wwas the only thing what works for me.

If you changed the default location of your steam library, you'll have to look in that folder instead of c:\program files (x86)\steam

Both the server infrastructure and the QL UI are completely different now.
As soon as extraQL loads the steamapi.dll and pretends to be "Steamworks SDK", the steam client thinks you have a game running, until you quit extraQL. Unloading the DLL doesn't help unfortunately.
extraQL must use a valid steam app ID to be able to use the steam_api.dll. I can't use the QL app id because that would prevent you from starting QL (as steam thinks it's already running).
I am able to reproduce the problem when you add extraQL.exe to your steam library and start it through steam. I tried everything imaginable (including reverting my code changes), but when started this way, the steam_api.dll just refuses to initialize and won't work.
When you start extraQL.exe from outside steam, it works fine. If it ever worked before from inside your steam library, then i can only guess that one of the recent steam client updates broke it.
second....any chance on a read me file explaining 'how to...." that can get bundled with this and with a newb proof link in the gui to it?

as per your instructions in the log, i suppose i could just make the appropriate changes to the extraQL.ini file?
I'll check the code again and see if I find something. It's always difficult to "fix" something that isn't broken on the developer's computer :/
I had to change extraQL to read your current steam user ID through steam_api.dll so it knows the correct quake live config folder. Before version 2.22 i used the first numeric folder name i found, which only works when you only have one steam account.
Was your Steam Client already running or are you using extraQL to start your steam client?

i haven't changed anything, this just started happening. I had tried doing the checkmark button thing prior to writing here but no dice. would setting the steamAppId to 1007 fix this?
Can you change the nickname from the extraQL GUI (with the checkmark-buttons)?
You could try and edit extraQL.ini and set steamAppId=1007 (instead of 349090).
To enable it, tick "Options", "Log" and then the "QLStats" script.
Use "\elo help" in your console to get a list of commands.
"\elo score" will show you the ratings of the players on the server.
\whois and \elo show an indicator for accounts which have been deactivated on qlstats.net (red double exclamation sign). This is for cheaters or otherwise "special" people.

To change your steam nickname, extraQL must use the steam_api.dll and this can only be done when the loading program (extraQL) provides a Steam AppID to the DLL. Since extraQL isn't a real game, I have to use "some" ID which doesn't have any special licensing requirements attached to it.
By default extraQL uses the AppID of the "Quake Live Dedicated Server", but on some computers this doesn't work for unknown reasons. In that case, it falls back to the ID of "Steamworks SDK Redist".
I know it sucks, but unfortunately that's how the Steam API works.
/steamnick "foo bar" should work.
Now my only problem is that i play in two clans, so i made aliases for both for them, one clan has a space between the clantag and player name and this seems impossible to bind this way. :P

First, unsubscribe from extraQL.
Then open the file with a text editor and remove the "539252269" { ... } section.
Then delete <steam>\steamapps\workshop\content\282440\539252269
Restart Steam and try to subscribe again.
