Setting up: Teleporter > Dispenser > Sentry
Ongoing match: Dispenser > Teleporter >= Sentry
Being pushed: Dispenser > Sentry >= Teleporter
On the last point: Dispenser > Sentry > Teleporter

Do you understand? The dispenser and the teleporter are the two most team-oriented buildings, and they matter far more to the class than the sentry does. It's much more likely that an item will be released that weakens the sentry and buffs the dispenser, or replaces the sentry with some other, entirely different building.

Okay, one: VALVe does not look at suggestions like these in the workshop. The workshop is for FINISHED ITEMS that are ready to be added to the game. If you want an idea to be seen, put it on SPUF or Facepunch--if it's good enough, they'll see it.

Two: No. This is a horrible idea. You gimp the Engie's teleporter, and for what? Two minis? Two minis could potentially be a threat but as long as VALVe still has sense there will never, EVER be an item that gimps either the dispenser or the teleporter as a downside to buffing the sentry. In Payload, for example, building priority goes like this:
