EXPLOSIONS?
Ah. The video was running the first version of the mod where the audio was kinda odd. I've tweaked it so that you really shouldn't hear static, but its kinda unavoidable because of the way the Source engine handles audio in VPK files. It has to decompress the files in the VPK whenever it uses them, and the more files that play at the same time will tax the audio engine, causing the static that you hear.
You're talking about the static noises if he catches on fire?
Mister Torgue was first featured in Mister Torgue's Campaign of Carnage DLC. He's also in most (if not all) of the DLC that was released after that one.
As for extending the sound files, I have appended a 0.100 second length of silence to all audio files except the "tank_climbing" and "tank_attack/tank_throw" files in a 'beta' version of the mod, located here: https://www.dropbox.com/sh/v9o7zqmyn52qbsp/1u8cI_II2z
If you wish to play around with the length of the files (in case 0.100 is not enough) the source sounds have also been included with that link.
I have noticed the issue in all the voice lines, whether Torgue be running, attacking, on fire or taking damage.
I have heard it said that increasing the length of the sound file marginally can resolve the issue (an evil born forth into our world during the 'Sacrifice' update), but I fear I am a mere speculator in this field, having no real sound modding experience to speak of. I hope you can restore to Torgue the badassery that is his birthright.
