you got redguards and nords mixed up. redguards need to have one handed and block bonus and nords need to have the two handed bonus.

It would be nice if you posted a lot more information on this mod, I don't want to download something if I don't knoe exacty what it will do.

i like it just the way it is this guys just don't like to play on master and up so they think its overpowered that or they may be to good at thos higher levels who knows

Checked and seems to be working fine, but I find the bonuses to be serious overkill personally. +80% dmg to bows for Wood Elves as an obvious example, (to me).

Just far too much additional; you're better off sticking to fewer and lesser bonuses imo. +5-15% to 1 to 3 abilities per race for example, with 3 at +5%, or 1 at +15%, or 1 at +5% and 1 at +10% as potential variations.

Also, potential conflict with a mod that adds Deep Elves, but I'm uncertain at the moment; only sure that they were not an available race on start-up with this mod installed. I can verify momentarily as it is removed, was following it in load order, and I'll be checking to see if they become available with same load order, not including this mod.
