you can find Nightshade plants near graves but more specifically in the graveyard of riften found near the theives guild "Secret" Entrance.

The kinds in ragged robes or homeless type of people who typically turn to drug dealing or using because their lives get so bad. I could try figuring out how to make those NPCs but I haven't played a lot of Skyrim lately.

Well when I said drug dealing I meant you can actually sell them to NPCs, if I practice some more maybe I can add some NPCs who buy and sell Skooma products but I would have to learn more about the Creation Kit.

It's a good idea. But I think it is better to take two bowls of Moonsugar.
