TL;DR Dragonborn can't open super special vaults but guards have some strange magic that allows them to open them.
So far I've only seen them on the rooftop of the blacksmith's house in Windhelm: The shadows of the windows are visible through this roof.
Like I said, it's not affecting the game or the mod, it just doesn't look very nice.

How about the mod maker or someone make a tip guide, because I'm about to pull my hair finding these keys!!!
