boots are found in whiterun in the weapon store on the table.

If you like faster boots (you can only have one active at time)

I don't know why they wouldn't be there but if you can't find them in the console either it sounds like the mod wasn't installed properly.. make sure the mod is installed and enabled

no i am playing on the normal version, no dlc (because it broke and i dont have them anymore for some reason), please tell me why its not spawning, and how i can fix this problem

are you sure you not playing the Skyrim Special Edition?
then the mods on steam won't work and you have to go to the nexus
