It was not mass produced at the start, when it became more popular it was leased by the russian army and yes it was a shitty PDW. Its easy production however, is the main reason it is constantly used by terrorist groups and militias. Having such a easy to make weapon used for live combat was not the intent though, it was made with the intent of protecting people (The owner himself said on his deathbed that he regretted making it).
Is that true? Then honestly he designed a kinda pissy PDW because the AK47 has instead pretty much defined the role of an all-purpose assault rifle. Did they not have much smaller, more easily handled guns that still had plenty of power for what you'd use a PDW for? And why would you mass produce a PDW in the hundreds of millions? But I can see how it maybe wasn't that important for Russia to actually have, but all those other Russian-backed countries would have insanely different histories if not for the AK
