Here is a procedure you might try to follow:
1. Load an official MP scenario you know works
2. Modify it to your own liking by adding and deleting.
3. Make sure you save it under different names. Here is the weird part. Even if you save under a new scenario name, the game may not recognize it because you did not change all the name data fields.
4. You must make a line-by-line comparison between files to see what is different and what needs to be changed. It is a difficult and painful process.
By starting with a format that is known to work, I think that you can make your own MP scenario work.
All I can suggest is that you compare your scenario with the scenarios you know to work for certain. Look for differences in and there is where you will probably find your solution.
