Once I found out that I could marry in Skyrim, I found it somewhat annoying that I had little NPCs
to choose from. From all the single males and females in Skyrim (over 500 in total) you can only
choose from some 60 NPCs. It's good to see that Skyrim's marriage system does not discriminate.
Every possible marriage can be arranged at Riften's Temple of Mara. However, you can't marry a
Bosmer, Elder or Khajiit if you are male, and you can't marry an Altmer, Bosmer, Elder or Redguard
if you are female.

At the other hand, you could try to fail Brynjolf's scheme, which gets you in jail for some time, but then Brand-Shei doesn't and the quest "A Chance Arrangement" and 5 related quests will be completed. After that you might get the option for marriage.

I can't find any problems that would prevent the marriage conversation, but maybe it could have something to do with Brynjolf's attempt to get the player into the Thieves Guild in the quest "A Chance Arrangement". You may or may not have accepted Brynjolf's scheme, but once you are approached by Brynjolf, the quest will automatically start. Brand-Shei is part of that quest and that could very well be the reason that you don't get the marriage conversation. You could try my mod "Courting & Marriage". This mod seems to bypass these problems, however not all of the time.

For some reason I don't get the option to propose to Brand-Shei. I have mods that change his shop and inventory but nothing that should affect his relationship status. I finished his quest to see if that would change things. The other Dunmer I've spoken to give the option for marriage.

I bet Neloth can't be married..he has a unique voice. Always wanted to try and marry that grouchy ld goat just for laughs..hehe. I didn't get your book yet, because I plan on marrying a modded follower, but was wondering about old Neloth. Can you imagine being his spouse?

I added your hearthfire add marrigable npcs, and that fixed it. thanks
