If you've got a new nVidia card you might as well use shadowplay

Is CLRBrowserSourceClient.exe normal process? Is it because of StreamLabs(old twitch alerts)? Because you need plugin to show new followers etc. IS it because of it?

Only do this if you can't stream using CPU. NVENC is terrible at compression, so you will need a much higher bitrate, causing people to not be able to watch as they will be stuck in buffering hell. 3500 bitrate on x264 will look just as good as over 7000 bitrate on NVENC, and 3500 bitrate on NVENC will look worse than 1500 bitrate on x264.

x264 using CPU Render
NVENC using GPU Render

X264 will have quality better than NVENC but cost resouce more than

Because i use low cpu core i3 so i can't use x264 for render so i decide to use NVENC, have lower quality than x264 but will have no lag, drop fps...

What does Encoder affect ? Your stream quality ? What is difference between Nvidia NVERC and x216 ? Cheers!
