Permanently Populated Skyrim with AI Fixes

Description
Mostly for my own purposes, but for everyone else who is tired of seeing your favorite NPCs die due to random attacks, hates seeing Skyrim's settlements almost empty and too lazy to use the console to set everyone essential to avoid the problem.

This mod sets almost everyone as essential. This includes all followers, hirelings and housecarls.
This also includes various NPC related fixes, such as pathing issues, serving issues and such.

This mod goes against the supposed realism of Skyrim. If you want to kill everyone, do not use this mod.

Exceptions to Essential status:
- Dark Brotherhood targets
- People who are likely to be killed by the player in the various quests
- People who are targeted to be killed but can be saved

Incompatibilities:
Probably incompatible with anything that alters any NPC.
Load this mod before any other mod that alters NPCs to make sure that the other mods get their alterations through, such as the Aela makeover mod, Essential Followers, and such.

Changes

v1.6
- Fixed an oversight. Septimus was accidentally included in the list; he has been removed.

v1.5
- Fixed an issue where followers ran out of arrows because of my follower's bow and arrow fix. Should now work as intended. Sorry it took long.

v1.4
- Fixed the follower's bow and arrow. They should now never use a bow and arrow unless you give them one or have one in their inventory.

v1.3
- Fixed Thonar Silver-Blood sitting around all day, even when his related quest was completed. He should now wander about in the Treasury House.
- Fixed Thongvor's schedule. He should now divide his time leaning by the Jarl, visiting a blacksmith with a terrible apprentice, eating and sleeping in the Treasury House.

v1.2
- Fixed Housecarl Argis, Iona, Jordis, Lydia and Calder AI Packages. They should now properly wander about the house and do other things than sit around all day and eat bread. They are also quite essential now.

v1.1
- Fixed Indara Caerellia's AI. She shouldn't be standing around anymore in Falkreath.
- Fixed Narri in Falkreath, she should now serve drinks properly.

v1.0
- Set most NPCs as essential

Works In Progress:
- Sorting out essential status being removed after certain quests
- Fix other AI problems
- Figure out how to fix follower inventory

Current Problems:
- Quests seem to affect NPCs and their essential status in unknown ways. For example, the Thieves Guild questline will render the caravans as unessential when a particular delivery quest occurs. Will have to figure out how the quest system works without risking breaking quests. Current work around would be to use console for specific NPCs. Majority of NPCs remain essential.

- Need to test another work around: finish quest, save game, disable this mod, save again, reenable this mod. Theoretically should work. Might need help in testing that theory though.

If you have ideas or suggestions, let me know. If you find something that doesn't work as advertised, I may have broken something unintentionally, so please let me know. If you like it, don't forget to rate!

Yes, it is still good. Not sure if it will work with the special edition though.

You know, making them respawn is something nobody's ever tried. Why not take that approach instead?

Deleted the mod: Confirmation that this mod was what was causing the issues. Great in concept, but I think I'll search for a better mod, perhaps one that makes it so that dragons themselves cannot hurt civilians.

I believe that I've traced it to this mod that causes Nurelion to no longer die: because he cannot die, the end part of the White Phial questline is unable to be completed.

dunno if this has been asked already... but is Bersi Honey-Hand covered by this mod? He keeps getting killed by a vamp attack in Riften...
