The cause
The cause is most likely a glitch in the NPC's set path to follow and for some reason the game still thinks the door is closed .
The fix
Go behind Lt.DeutchBagge and kick him until he is out of the door and into the yard and he should fight the protesters off and attempt to reach the basement , That's it !

Try Tyzer next time. It should help too. (at least it helped me with animals and All, in prison)
