Hello guys.
I'm making this guide because I wasn't able to have a 100% smooth gameplay on GTA 5 and I spent a lot of time trying to find the right settings to make it stutter free.
If you also have stuttering issues, here you can find some changes that helped me a lot.

Vsync
I realized that the game doesn't have the option to select 60Hz (which most of us have) and only has 59Hz for 60Hz monitors. This causes the Vsync to stutter because you only have 59 frames per second instead of the necessary 60 fps for a non-stutter Vsync.

To fix this you need to:
-Go to your in-game graphics settings, turn off "Vsync" and close the game.
-Then go to your AMD/Nvidia control panel and enable vsync or adaptive vsync (the one I use) for gta5.exe and apply the setting.
This will force the vsync through the drivers and make it work properly without stuttering and locking the framerate at 60fps (as it should be and not 59 fps).

Camera/Mouse
Another thing I noticed was that my camera also stuttered with or without Vsync enabled.
-I found out that changing Mouse Input Method to "DirectInput" instead of "Raw Input" dramatically smoothed out my camera.
This issue might not happen to everyone, because I believe it depends on the hardware.



After these changes my game is now smooth as butter with Vsync, I hope this guide helps you all.

Odd. I enabled VSR in order to take care of some of the dreadful aliasing and resolutions higher than 1080p give me a 60 hz option.

And yes, Psychic, I know that (but thanks). I should have mentioned I'm also using Steam overlay to measure the frame rate.

The option won't be overrided, but the framerate will.
With default options you will get 59fps on the 59HZ option, but with the override you get 60fps even if the option is at 59Hz. What matters is that the framerate matches your monitor frequency - 60Hz.
Even when I override through CCC (change framerate control to 'Always On') and Vsync is turned off, I can't override the 59 hz option. Suggestions?

@Psychic Yes I noticed shortly after I posted that comment and saw I was uncapped at 59hz and was getting 60fps instead of 59fps. (Thanks to Steam FPS overlay)

Yes I know, i meant if changing to DirectInput made your camera smoother like mine.
